AI Voice Agents in the UAE: Phone Calls in Arabic and English, and the Rules for Calling

AI Meets Real cover: AI Voice Agents in the UAE: Phone Calls in Arabic and English, and the Rules for Calling

Key takeaways

  • AI voice agents work best on inbound calls: answering questions, booking and rescheduling, taking messages and routing to the right person.
  • Outbound calls are possible but must follow the UAE telemarketing rules: calls only between 9am and 6pm, no repeat calls after a customer declines, and registered company numbers.
  • Every call should offer a quick route to a person, and every transcript should be logged and reviewed.
  • Start with one call type, measure missed calls and booking rate, then add more.

An AI voice agent answers and makes phone calls in natural speech, in Arabic or English. For UAE businesses it is most useful on inbound calls: answering common questions, booking and rescheduling appointments, taking messages after hours and routing callers to the right person. Outbound calling is possible too, but marketing calls must follow the UAE telemarketing rules, and every call should offer a quick way to reach a person.

What can an AI voice agent handle?

Phone calls are still the main channel for many UAE customers, especially in healthcare, real estate, automotive and home services. The problem is coverage: calls arrive during busy hours, after hours and on weekends, and every missed call is a customer who may try a competitor next.

Typical jobs for a voice agent:

  • Answering questions about opening hours, prices, locations, documents needed and order status.
  • Booking and rescheduling appointments, viewings, test drives and service visits, directly in your calendar or booking system.
  • Taking messages after hours, with a summary sent to the right person in the morning.
  • Routing calls to the right department instead of a long phone menu.
  • Follow-up calls to existing customers: appointment reminders, delivery confirmations and feedback.

Each call ends with a record your team can review, whether the agent solved it or handed it over.

How well does it handle Arabic?

Current voice agents understand and speak Gulf Arabic and English, and can switch mid-call when the caller does. They are good with common requests and clear speech. They are weaker with heavy background noise, unusual names and very long, mixed-language sentences.

Three things make Arabic calls work well:

  1. Test with real calls. Record a sample of anonymised calls from your own customers and test the agent against them before launch.
  2. Keep a word list. Area names, product names and staff names often need to be added so the agent recognises them.
  3. Confirm the key details. The agent repeats dates, times and phone numbers back to the caller before it books anything.

Our article on Arabic AI chatbots covers the same questions for text channels.

What are the UAE rules for outbound calls?

Marketing calls in the UAE are covered by Cabinet Resolution No. 56 of 2024, with penalties set out in Resolution No. 57, in force since 27 August 2024 (Clyde & Co). The main rules:

  • Marketing calls only between 9am and 6pm.
  • No calls to numbers on the Do Not Call Registry.
  • No repeat calls after a customer declines the product or service.
  • If a call goes unanswered, at most one more attempt a day and two a week.
  • Calls from local numbers registered to the company, not personal numbers.
  • Companies keep records of marketing calls.

Fines for calling people on the registry start at AED 50,000 for a first violation and rise to AED 150,000 for repeat violations. The rules do not mention AI specifically, so treat an AI agent exactly like a human caller: the same hours, the same lists and the same records.

Calls to existing customers about their own booking or order are service calls rather than marketing, but keep them relevant and polite, and stop when asked.

How do you keep a person in control?

A voice agent should never trap a caller. The basic controls we set up on every deployment:

  • Say it is an AI at the start of the call.
  • Transfer on request, or when the agent is unsure, to a person or a call-back queue.
  • Limits on actions: the agent can book, reschedule and take messages, but cannot issue refunds or change prices.
  • Transcripts and summaries of every call, saved to your CRM.
  • Weekly review of a sample of calls, especially the ones that ended in a transfer.

These controls come from our agent governance framework. Call recordings and transcripts are personal data under the UAE data protection law (UAE Government portal), so set a retention period and limit who can listen to them.

Why does answering fast matter so much?

Speed is the main reason businesses add a voice agent. Research published in Harvard Business Review found that companies that contacted a lead within an hour were nearly seven times as likely to qualify it as those that waited longer, and more than 60 times as likely as those that waited 24 hours or more (SmartCompany summary of the HBR study). A voice agent answers in seconds, at any hour. Our guide to lead response time covers the full picture.

How do you start?

  1. Pick one call type, such as appointment booking or after-hours enquiries.
  2. Write the script and the rules: what the agent can do, what it must hand over, and what it must never say.
  3. Connect the systems it needs, usually the calendar, the CRM and the knowledge base.
  4. Run a 14-day pilot on real calls, with staff listening to transcripts daily.
  5. Measure missed calls, booking rate, transfer rate and caller feedback against your baseline.

A voice agent is scoped and quoted after a short call, because call volumes and telephony costs vary from business to business. See pricing for our setup packages and agent subscriptions.

What mistakes should you avoid with voice agents?

  • Hiding that it is an AI. Callers who discover it later feel misled. Say it in the first sentence.
  • No way out. A caller who asks for a person and does not get one will not call again. Always offer a transfer or a call-back.
  • Too many jobs at once. An agent that books, sells, collects payments and handles complaints from day one will do all of them badly. Start with one call type.
  • Ignoring the transcripts. The first weeks of transcripts show exactly where callers get stuck. Read them and fix the script.
  • Outbound before inbound. Inbound calls are lower risk and teach you how customers talk. Add outbound reminders after the inbound flow works.

A worked example

With illustrative numbers: a clinic group receives around 1,500 calls a month, and about a fifth arrive when reception is busy or closed. Many of those callers want to book, move or cancel an appointment.

An AI voice agent answers every call. It books, moves and cancels appointments directly in the clinic system, answers questions about locations, hours and accepted insurance, and transfers anything clinical or urgent to staff straight away. Reception staff start each morning with a short list of messages and call-backs instead of a voicemail box. The pilot measures how many of those previously missed calls become booked appointments.

What is the next step?

Book a 30-minute demo and hear an AI voice agent handle your most common call, in Arabic and English, connected to a test calendar. We will also show the transcript and the hand-over to a person.

Frequently asked questions

What is an AI voice agent?

Software that answers and makes phone calls in natural speech. It understands what the caller says, looks up information in your systems, takes actions such as booking an appointment, and hands the call to a person when needed.

Can an AI voice agent speak Arabic?

Yes. Current voice agents handle Gulf Arabic and English, and can switch when the caller switches. Test with your own customers' accents and vocabulary before going live, and keep a fallback to a person.

Is it legal to make outbound AI calls in the UAE?

Marketing calls must follow Cabinet Resolution No. 56 of 2024: calls only between 9am and 6pm, from numbers registered to the company, no calls to people on the Do Not Call Registry, and no repeat calls after a customer declines. Service calls to existing customers, such as appointment reminders, are lower risk but still need care.

Should callers be told they are speaking to an AI?

We recommend it. A short line at the start of the call builds trust, and callers who prefer a person can ask for one straight away.
